The Energy Regulatory Commission approved a multi-year rate adjustment for major distribution utilities in February 2025, covering the regulatory period from April 2025 to March 2027. The approved adjustments vary by utility, but the average increase in distribution, supply, and metering charges is approximately P0.38 per kWh — an 8% increase over current rates for the average residential consumer.
The rate case was based on capital expenditure programs focused on grid reliability improvements, smart meter deployment, and distribution automation. The ERC's assessment accepted most of the capital expenditure claims after an efficiency review, though it disallowed approximately P2.1 billion in proposed spending across the major utilities that reviewers determined was either duplicative or not sufficiently justified.
Consumer groups that participated in the proceedings argued that the approved increases are too high and that the efficiency benchmarks used to assess utility performance are insufficiently rigorous. The ERC's performance-based regulation framework allows utilities to retain efficiency gains, providing an incentive to reduce costs — but critics note that benchmarks based primarily on historical domestic performance may not be ambitious enough.
The rate adjustment will take effect alongside an updated lifeline rate schedule that extends the subsidy tier to households consuming up to 120 kWh per month, up from the previous 100 kWh threshold.
